How do I know whether to enter Malaysia via Woodlands or Tuas immigration?

Travelers requiring a Visa on Arrival to enter Malaysia must use Tuas immigration (2nd link) for entry. Visa on Arrival services are not available at Woodlands immigration (1st link).

Visa On Arrival (VOA) - Issued to Citizens of India and China (PRC) only. The Fee Rate is 100USD while Pass (Social) Pass is 7 days and can not be extended. Checks are for any Chinese and Indian nationals who enter the third country ie Singapore or Thailand or Indonesia only.
